When Carlos R. Espinosa-Machado was convicted last summer of indecent liberties with a child in Douglas County, the judge ordered him to register as a sex offender immediately and remain registered for 25 years. Now, Espinosa-Machado no longer appears on the online public sex offender registry — in Kansas or any other state.
